    it says it's tradable but not marketable, however i don't know about any reliable websites where i can trade for it and what price is considered fair since i'm not into trading.
    any help regarding this issue will be much appreciated.

      all weather effects are 0.xx$ if i remember correctly you can find them on dota2lounge or similiar website just google d2l i wont put the link cuz it might get me banned lol
