I honestly think that it's the legacy of old numpad cellphone keyboard. It was significantly easier to use numbers (just press and hold) as opposed to certain letters for which you had mash the shit out of the button and hope to god you wont miss it in frenzy. So Russian people being lazy fucks that they are casually started using numbers instead of certain letters. In some cases because those numbers started with the desired letter (like 4-"ch"/6-"sh") and in some cases because numbers looked like the letters (in case with 9 looking like letter "ya").
