magnus is good as an offlaner, kinda lost his mid carry potential with empower nerf, dmg talent change, and echo sabre nerf
You just use him to empower other heroes like jug for massive teamfight combos/potential. RP is still really awesome in team fights too, but at kiev he seemed to be only picked with a good empower target.

Every time I see him picked he seems to do well, I am talking high MMR ranked/competitive.
