no, that's why they use phone number for ranked. They expect many people to play from different ips. Dota plays well on laptops on the go.
i think they track you but not your IP. something with your computer name or idk. and it doesnt rly matter.
ive reinstalled my laptop, played a game on 4k account and made a smurf, easy high skill on 1st game.
