Arcs for offlane usually, if your team has low damage or you are midlane go treads sabre build.
what does your guttfeeling say? do you go carry when you got plenty of carry on your team, or do you go carry when you lack damage on your team. its kind common sense.
^ echo sabre if you plan on being alone a lot whether it be farming or solo rps, if you're wanting to do solid rps for teams you'd want mobility for that, usually forcestaff if you need the extra distance so you can force then blink watching from a very safe distance or a nooby shadow blade to get an easy easy rp if they have no detection

When I should go for damage items, power treads and talents like as, str and when it is better to go only for mobility items, arcane boots and talents for spell amp and bonus gpm?
