I believe Quelling Blade is slightly better then blight stone for damaging creeps and blight stone is obviously better for damaging heroes. If you're a carry who's probably not going to be fighting at all in laning then get Quelling.
In general, stout shield provides more protection from creeps and heroes with low attack damage then the armour for melee heroes. If you have very high base armour (terrorblade for example) then the ring will do almost nothing more so get a stout. If you have very low base armour (phoenix for example) or are ranged, get the ring as its more effective. Also if you have very large HP pool then ring provides more overall damage reduction. If your enemies have very high attack damage (60+) then the stout shield is ineffective and you are better with a ring.
In general for most melee heroes: stout better vs creeps, ring better vs heroes especially as game goes on.
For ranged, ring always better.
Stout is superior unless you will have a free lane and don't want to build up something with stout (Vanguard, PMS)
imo qb still gud on low mmr bracket, cuz their laning mostly use 2 1 2 and their sups rarely zone the carries, so there will be cs fight and qb its needed

I have a question; can we go blight stone over qb and ring of protection over stout shield? I'm doing that these days, both in lane as well as jungle and having no issues. The adv ofcourse, is that u can fight with these items too, if the need for that arises.
