he getting % mana back or almost essentually no mana lost (damage loss). He's taking your INT per hit, increasing his mana regen.
He's really broken if he snowballs but he's essentially a mid game hero like tusk/pudge/venomancer.
People can't fight him til almost vlads, crit or some from of BKB/shadowblade.
On his own, he's not broken. The hero relies on snowballing to reach the 'op' stage everyone complains about. Otherwise, he's just a hero with decent rightclick and a good damaging ultimate. Though that still means he's definitely strong. OP with good start, decent with mediocre start and has potential to comeback from a bad one.
The problem is with Omniknight. These heroes compliment each other TOO WELL. If you are forced to rush a BKB/Diffusal to 'deal' with OD, then you won't be able to keep up with him because he's gone with much better itemization.
And no offense to your MMR or skill level but the meta is vastly different at higher MMR levels. Not because of preference but due to difference in skill.
Thats why bountyhunter has higher winrate in 5k than in 3k as does chen.
Also higher winrate with silencer is probably mostly because of his ultimate, really plays a big part probably. Killer ulti < not getting killed ulti = higher winrate

I really don't get why people criticize Outworld Devourer for being 'broken' or 'overpowered' or say that he needs a nerf or whatever. I play Silencer and OD both, and in my honest experience, I really am able to dish out WAAAYY more damage and kill heroes more easily as a Silencer all the times, and win more games with him.
You don't see people complaining about Silencer now, do you?
