Well, to answer your question, Void has a cast time of 350ms, so your average reaction time should be around 200ms, because you need the remaining 149ms to actually click/hotkey/shiftq an ability/item and get away, provided you have blink dagger or a really low cast time.

and to evade a chrono you just have to notice void jumping in you... and be rdy to dodge... on that skill reaction time only plays a role when you're not prepared
My average is like 230-240 when I stare close to the screen. When I actually lean back in my chair and keep my eyes farther away from the monitor, I can get on average 210-220 with my fastest (without cheating) was 140. I think keeping your head farther back improves reaction time.

200 ms should be the avrage human reaction time a little faster for color yellow and if something comes from the side rather than from above/below
