stun then ult IMO cause in that way you can deal more overall damage with your quake.

It's almost always better to epicenter-blink-stun. The only reason you would stun first would be that you don't have blink dagger yet.
Some heroes do not have time to cancel epicenter if you stun them and cast it immediately. If you want to try this its important to be channeling epicenter behind them. The extra time it takes to turn and stun you will make it too late to cancel epicenter. However... if the hero has a stun at all its best to just not try it. Its not really that hard to walk out of epicenter and live. You want them to be stunned in the middle of epicenter, not free to move as it starts.
Use SHIFT+blink while channeling to avoid wasting pulses. This is what SHIFT key does: http://www.playdota.com/guides/mastering-the-shift-key
If you are against heroes with high casting delay (Ex: lina / leshrac / sven / ogre) you can stun first and cast ulti immediatly, because if you stun them, they wont be able to stun you before you've finished channeling.
early game: stun -> ult
mid/late game: ult -> stun (with blink obviously)
you need to take advantage of enemy cast times early game. like earthshaker, luna, etc, have slow as fuck cast times. you can channel ur ult in time before they can stun u.
you still lose a pulse with dagger so rly its up to you, what you need and risks you can take and dare to take
hide->cast ulti->very fast burrow strike to get near to enemy
casting while beside him is kinda stup1d isnt it lol, unless you are perfectly sure noone gonna cancel you
Without blink: Stun -> ulti
With blink: Get into position -> ulti -> blink -> stun
With blink + items: Positioning -> ulti -> blink -> veil -> stun -> shivas
If you queue the blink you shouldn't lose a pulse. If you don't have blink yet, stun then ulti. This is obviously more dangerous as you can be interrupted. If you have blink there is no reason to take that risk.

Seems like after stun runs the risk of getting cancelled, but will do more damage.
Pre stun seems like you miss your chance to actually hit a boss stun, and you waste a few pulses
