Personally I don't really feel to build the Scepter if the opposing team doesn't have a lot of BKB's, the cooldown time isn't changed, the only thing you get extra is 2s of your ulti. But that's useless because your kinetic field doesn't last that long so they can just walk out of it.
I only feel it's useful to build when the other team is full with BKB's.
