I can't imagine how it would be "cost-effective" unless you are paid to play dota. However, if you do like to see stats its great.
What did you hope to get from plus?
I guess you know, but for those who may not DBR is frozen 9 months old and you can't see it with Plus. It does however still provide some finer sorting of stats for various heroes by skill level at on the scale of the dota 2 community as a whole.
Also you can see the highscore for each hero which is very helpful if you want to see excellent examples of how to use a hero in a pub game. That is primarily what I use Plus for at this point.
The plus seems very horrendous. The graphs don't really have any labels and the Last hit's denies graph is just plain terrible. They need to isolate these stats and define what the orange and light blue waves mean for everyone.
I get a lot of useful stuff from Dotabuff Plus like trends, comparisons, and other things which you can do manually but that paying a days lunch money will get for you and then some.
I personally like the area that shows which heroes I have a flavor for playing that period http://postimg.org/image/amxq29m3j/ or could improve on.
