Multiple Steam Accounts should be able to share a single outgoing (router) IP address.
terms of service of steam only allows people to have 1 account
it's neither practicable nor efficient to use a system detecting multi accounting based on IPs or anything else
obviously the number of players is inflated by multi accounting but that goes for every game or website where it might be/seem beneficial to have multiple accounts
and since many smurf accounts get abandoned after a while you should get a quite decent number when you only look at the monthly players
