SOUNDS LIKE DROW PICKERS OR LATE GAME "CARRIES"
the whole point of picking a carry is getting early farm not farm @ 30-40-50 minutes.
the question is not understood able, like specify some hero then we might have an answer, and a gd player shines at any time, even when its 12 pm..
He is saying that picking a late game hero and they fail early is common, and yes it is.
It's the same as picking a hero like lina/vengefulspirit lategame.
Lots of heroes have huge flaws which people tend to cover them up with items such as BKB/Lothars
If you want to abuse the hero you won't need these early though since items like lothars can be countered so easily.
well i think i just played through one.
me as veno and my friend as undying. totally killed bot, then ran down bot t1, then roam everywhere. they're helpless
limited.. hmm drow.. no silence til level 5-7 by most noobs. THen there's shadow demon, basically fodder for carries. Then there's weaver.. only 1 skill early on, besides his passive. Then there are centaur who never get double edge sword. etc...

Is this true? well sometimes i do encounter players who I know is good but is really limited by the heroes they choose, especially during the early parts of the game.
