Based on this thread (http://dev.dota2.com/showthread.php?t=70718) we can assume that the way privacy setting works at the moment (unless Valve has changed it since) allows DB to track DBR of players with privacy setting enabled.
I would enjoy that very much. Also I hope Valve will post a public announcement clarifying the results (and intended results) for DB. Although I think it would be best if Valve included public ranking inside Dota 2 at the moment DBR is the best we have and I like it.

How are games being evaluated when one or more person(s) has/have stats-sharing disabled?
Will that game just not be considered for DBR at all?
Or will just the players that have stats-sharing enabled be considered?
If so, then wouldn't this lead to huge errors in the calculation?
I.e. a bad player hiding his ranking will lead to a higher-ranking of his team,
giving opposing players to much DBR for a win and a strong player hiding his stats
will decrease the overall-ranking of the team leading to worse DBR for the other team than deserved.
