Imo it takes into consideration both solo and party prematch ([solo+party]/2), but adds +25 to the party pool, but Im not sure.
People often have much higher party than solo.
same thing was happening to me in normal ranked, right after that experimental all pick update.
there was an mm update in aprilthat changed how parties in ranked work

isnt that sort of weird though, then the in game highest mmr should show the higher value (solo+party/2) as opposed to just the party mmr
so in game, the average is 4.5k and highest mmr is 5k flat but scoreboard reveals the larger number? isnt that counter productive
the averages between the team are completely off
i dont know what goes through valves head but its alspo possible they just forgot about it
Starting today, if a player’s Solo MMR is higher than their Party MMR, queuing in a party will result in the matchmaker assigning a higher MMR to that player. Effectively, these players will search for a match as if their MMR were halfway between the Solo and Party MMR values.

I think Valve somehow wants to remove party stack abusers. Eg. you could have 8k mmr solo and 2k party in 2k avg game. Now this 8k player would play on 4-5k avg game. Still this new system is not accurate at all.
